Windows Mail Unable to send out E-Mail

I have Vista Home Premium SP1 on an Acer Laptop. I can receive E-Mails on Windows Mail(This took the place of Out Look Express) but I can not send E-Mails when I am not connected to my wireless network.The signal strength is about 11mb and is low. I have tried to send E-Mails to Charter.net but only get an automated response.I have reinstalled all of the information from charter.What can I do?
