Oracle Database software (complete and fully-functional) is free for "personal"/self-educational use. See the restrictions/instructions at:

http://www.oracle.com/technology/software/index.html

Be aware of the fact that Oracle is quite large and does consume considerable resources on your computer.

I believe that MySQL is open source, and Open Office includes a simpler db module.
