A google search shows that quite a few people are suffering from this and other similar problems, and not many people have a fix for it. This is the most informative thread I could find: http://thevistaforums.com/index.php?showtopic=26501. See if the link contains any helpful information whilst you wait for further expert help.

Please check the event viewer (start button and type event viewer) and look
under either the system or application logs, is any additional information
provided? Post back here anything you may find important.

Did you disable any Services?

Go to the start menu, select run, and type in ’services.msc’ (without the quotes). This will open up the Services Management Console.
Scroll down the list of services until you find the service and try re-enabling it.

Do you happen to have JV16 Powertools 2008 by Macecraft installed on your system?

Quote

I have found the solution myself via the net. The problem was caused
by JV16 Powertools 2008 by Macecraft. It is a bug in their software.

Installation of the software apparently adds registry keys of which
some are empty. There may be many issues but the key that affects the
event log services is listed below. Removal of this key and a re-boot
should correct the problem. As always take a backup of your registry
before making any changes.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog
\Parameters

For more information on backing up the registry, have a look at this article:
