Outlook Express And Browsers Acting Weird Mail refuses to send and receive often- browser wont display stuff

Win XP MCE SP2

My Outlook express constantly fails to send and receive but after multiple attempts it goes.

My browsers will not display my folders in webmail.

I have had a HJT log and there are no malware problems.

BTW I will be out of town until April 12th
