Lock Down Vista Accounts Guess or normal user account

Hi everyone,
my brother has a Dell machine with Windows Vista Home Basic, what he wants to do on this machine is, create a new user account that he can customise a bit, let me explain, his neighbours kid plays online games on his machine using the admin account, my brother has notice some things bein gaccidently deleted from his computer, so what he wants to do its create a new account with limited permissions and with the following

1) Can not delete files
2) Can not create folders
3) can not install software
4) can play online games

i dont use Vista myself so not sure what is and is not possible, but i was wondering is there a thrid party software that call allow you (the admin) to set these sort of rules for each account? or can this be achieved another way?

We did this at work with a laptop with Home Basic that was used for surfing pr0n and it works quite well.
