It happened to me not so long ago, I used http://downforeveryoneorjustme.com/ which came back saying not found or something similar. BUt it wasn't during a backup time frame, (unless they last for 45 min now.)

Bleeping Computer, has an automated Data Base backup run several times a day. It occurs at the top of the hour. As an example 8 a.m. 4 p.m. and Midnight. So for a few minutes (roughly 3-5) there will be an issue of BC not loading. If it lasts longer than 5 minutes, then there is a possibility of another issue. Remember that many local ISP's also do DB backups as well, so it may not be with BC but a local ISP issue. Also there are DNS issues that may cause geographic outages as well. So there are other factors to consider before deciding it lies with the site.
