Thanks for the "tips" (pun intended) on how to fix this annoyance. I usually got this problem to surface while modifying some Quick Launch icons but didn't realize it was the right-clicking. Usually I would reboot to fix it. However the tip by mick eccles worked for me. Just to clarify the point, right clicking in the regular Program List on the Start Menu, then clicking "Sort by Name" fixed the problem for me.
