Can you pic a restore date that is older than 2 weeks? If so how?

To my knowledge you can, just as long as the restore point hasn't been overwritten.

I know how to do that but I want to go back to around Feb 14 but I can only go as far back as feb 23.

Well then there either was no restore point for that date or its been over written.
You can only go back to the earliest possible date and if Feb 23rd is the earliest than thats it.
