I Can't Get Tabbed Browsing To Work IE7

I have searchd for this problem and can't find the answer.

I have Tabbed Browsing Enabled(default) yet under File, New Tab is greyed out.

Windows XP Home Version 2002 SP2.
Dell Deminsion 4600, Pentium 4 3.2 GHz. 1GHz Ram.

I would rather not re-load IE7 if it means I will lose all my Favorites.
I use Opera and Netscape and Tabs work fine in both of them.

I would like to have tabs work in IE7 also.

Favorites can be backed up to a floppy, CD, hard drive, etc.

Uninstall IE7, it'll revert to IE6 and your favorites should be intact (but back them up as Hamluis says - better safe than sorry!). Then reinstall IE7 and see if it fixes it.

If not, then uninstall IE7 again, then uninstall Service Pack 2 (the way to repair IE6). Reboot, then reinstall SP2, sit through 100± Windows Updates, and then reinstall IE7
