does anybody know what this is, or rather do I need it?

It's likely that you don't need it - but to be sure we'd have to know which HP Network Assistant you're referring to. My google found an HP Network Assistant, and HP Network Assistant for Wireless Connections, and an HP Network Assistant for Printers.
