I have jpeg image that scanned onto my computer, which has some text on it. How would I use photoshop or any photo editing tool to go about editing the text on such a file?

I remember using Microsoft Word a long time ago to solve the same problem, but I have forgotten how I actually did that. It may have been some other app.

You need OCR Software. It may have come with your scanner.

Which software?
You run the image through it, and it creates a text file of the image.
Also, I'd recomend rescanning it as a BMP if possible, as JPEG compression has a tendency to annoy the hell out of ocr programs.
You can then edit as any other text file.
Then, you can use photoshop's text tool to put the text back into the jpeg, if thats what you want.

If its a good quality picture, you can use the clone tool to get rid of the text and use it to fix the background and then useing the text tool to add the text back

This would be the way you'd have to do it, as you don't have the text layer that you can edit when you scan a photo.
