Wierd Sound Like A Fan Is Reversing .......

First of all my XP gaming rig sits next to me on my desktop so I can hear just about everything going on inside the case. I have a Cooler Master Aquagate on my CPU and a Thermaltake Toughpower 750w power supply plus normal case fans (front and side).
Normally I just hear the normal hum of the power supply and fans spinning plus the occasional HD grinding or CD spinning.
Well, recently I have been hearing what sounds like a fan quickly slowing down, reversing, and spinning back up. This whole process takes about 2 seconds, from spin down to spin up. It also makes my computer go completely quiet when it is at the bottom of the spin down and ready to (what sounds like) reverse itself. This sudden silence makes me think it's the PS since it makes the most noise normally. It will all happen when the computer is either idle or in operation, it doesn't matter. It is not consistant either.

Could it be my power supply fan or the PS in general? Maybe the video card fan? I don't know but it's freakin me out!
Is there a way to test the power supply, case fans, video card and/or Aquagate for malfunctions?? If I need to open my case and sit there staring and waiting for something visual, I will.

After briefly reviewing the Water cooler and the power supply I believe both have automatic fan speed control that vary during PC operation depending on the cooling needs of the system. I doubt that the fans are reversing (I could be wrong). You could watch the system, or check your owners manual for the fan speed controls and set them to high and see if they stay that way.
