Mode Not Supported Error

i tried to press the power button on the monitor, got shocked, then i got htis error message. The rest of the message says H: 31.4 KHz V:59.8Hz I tired restarting an the same thing comes up right away

My uneducated guess is that the monitor is bad, but...that's just an uneducated guess. I tend to suspect any electronic device that shocks me.
