Cannot Access Hot Mail In Vista keeps telling me about cookies

since i have had vista, i cannot acccess hot mail account in live messenger. when i log in its telling me to enable cookies. how do i do this?
my privacy settings in internet options was set to medium but i have adjusted to low but still same effect
