I would think that a Service Pack would include fixes that weren't just part of a "rollup" (like the update rollup for Win2KSP4). The lines will tend to get a bit blurred if SP3 is able to be "blocked" by administrators - that will leave them responsible for supplying the fixes (that are already in the Service Pack) to those who choose not to install the whole thing (sorta like updates after the fact).
