I read, that you could remove any program, from the program control list of ZA, and it would regenerate another one, if said program wanted to access the internet.
My ZA is cluttered with unnecessary things.

So is this true or not?

If you remove a program from their access control list, it should prompt you the next time you run the program and it tries to access the internet
