Every time I try to download smitfraud or Ad-aware SE I get a "securty alert" message that says: "Your current security settings do not allow this file to be downloaded." How do I change my security settings so it will allow the programs to be downloaded?

It depends on the specific message that you're getting - this could either be a legitimate Windows message, or it can be an attempt by the infection to let even more bad stuff onto your system. I'd suggest that you post in this forum for more specific help: http://www.bleepingcomputer.com/forums/forum103.html
