Did you hook up the auxiliary power to the vid card?
it's seated properly in the slot?

also, the 24pin and the 4 pin 12v rail are both secured as well as the video card, correct?

I have an old P4 that does that when I take it a apart and do not fit the heatsink proper.
If you want options before you go buy new mb, that's one that'll leave an empty display.
CPU not seated proper.
Thermal grease not applied proper. I don't know I think many run fine without any.
Those would be my first ideas since you are building, but it's just my cents.
