File Explorer 'dancing' During Dir Change.

Wee... Yes, I have had this problem literally for years. The computer isn't my main computer, but an old school gaming box for old DOS games. It is annoying and now it's annoyed me enough I want to just fix it. Every install of Windows 98SE (fully updated from update.windows.com ) it has had this. Dunno what causes it neither. But, to describe the problem. I open the file explorer, click on a new folder, and it will in the space of a second, highlight the new folder, highlight the folder it was in, and highlight the new folder and stay. And if you had closed the tree the old folder is in it will reopen that tree again. Someone on annoyances.org had me fiddle with mouse click and mouse movement speeds to no avail, same problem is persisting. So I toss it out to you all, anyone have any ideas? Thank you for your time.
