I figured I'd ask for recommendations before I start searching. I just started getting into the whole digital picture thing. I'm using the program that came with the camera (Fuji) I would like to get more creative adding captions to the pictures, i.e. fancy fonts and whatnot. Fuji's is pretty plain

You could do that with IrfanView, among several other things.
Inserting Text Using Irfanview

Several Irfanview tutorials:
Images, Image Editing, Image Viewing

You may also wish to take at look at Picasa2 (free from Google) which has some useful editing features. Unfortunately, most editing applications are either relatively simple and easy-to-use, or very complicated (especially for someone just starting). At your point in the learning curve, having two or three of these simpler applications will probably have enough features among them to serve your needs.
