What can cause one to max out their upload speed besides the obvious like malware, FTP, and email?

Running a 768/128 connection and I'm seeing upload speeds of about 137kbps. Download speeds are naturally suffering and are around 200-300.

Any suggestions would help really.

My ISP told me to go ahead and replace my modem to see if that would help.

So far so good.

New modem and upload and download look good now.

try to set or throttle your upload to 80% of it's max, when downloading there's some overhead for error correction? that requires upload bandwidth

No. Try not. Do... or do not. There is no try.
