I have just bought a new q6600 for a pc i am building, and noticed that it didnt come with cooling paste like my last one did. Is this normal nowadays-is paste no longer used? or do I need to buy some?

To add to sneakycyber's post, Make sure there isn't a self-adhesive thermal pad attached to the heatsink. If there is remove it without scratching the surface and clean up with rubbing alcohol. Remember, just a tiny drop of compound

If you don't want to wait for shipping, both of the small Radioshacks in my city sell arctic silver 5 for 10$ . Yours might sell some.
