Desktop Background And Internet Tabs disabled desktop background and net tabs disapeared

OK SO OUT OF THE BLUE MY COMPUTER HAS TOLD ME WHEN I TRIED TO PUT A DESKTOP BACKGROUND IN MY COMPUTER THAT ITS DISABLED AND TO SEE SYSTEM ADMIN..WHICH I THOUGHT WAS ME AND I HAVE NO IDEA WHAT TO DO.
ALSO AT THE SAME TIME I WENT ONTO THE INTERNET AND ALL MY TABS (WHICH I LOVE TO USE) HAVE GONE TOO...
I HAVE TRIED THE WHOLE TOOLS>INTERNET OPTIONS>GENERAL>TABS>SETTINGS AND THEY ARE ENABLED BUT I DONT SEE THEM THERE..!!!!
PLEASE PLEASE SOMEONE HELP ME...
WOULD APPRECIATE ANY KIND OF IDEAS YOU ALL HAVE

HELP! HELP! HELP!
I'm having the same problem. Can any one tell me how to fix the black background and lose of internet explorer tabs???? :huh:
