I don't understand. What do yo mean by wanting to do a project on Portal Development? Do you just want to write about one, or do you want to create one? Creating one is not a simple task. I don't think anyone really has the time to guide you through it either. Do you have any programming or development skills at all?

If you are looking to create a website with the features you mentioned, you will first need to find a host for your site, preferably one that offers server-side languages (like php or asp) and database support (like mySQL, for example) for those features you are looking to implement.

Then you could look into a web content management system, like Xoops to piece it all together.

The alternative is to learn PHP or ASP and code it all by hand. Not impossible and can be a fun hobby, but it sounds like you want to get something up and running quickly.
