Jiggly Scrollbars In Ie And Ff

I see this on my XP laptop from time to time. The scrollbars jiggle around and won't stay still, making it annoying to try to read a page that is going up and down. It usually eventually settles down after awhile.

Is this definitely a symptom of infection? I scan the hell out of this thing. I have McAfee anti-virus and spyware on it fully updated and scanning 3 times a week, and also scan using BitDefender and TrendMicro online scans now and again (each once within past 2 wks). And further, I also scan from time to time using updated Ad-Aware, Spybot and a few other anti-spyware programs (5 or 6 total).

If the occassional jigglyness is normal and happens on clean machines, then I won't worry. For the moment, I worry a bit.

Any info very appreciated.
