I discovered, quite by accident, that this error message occurs at times besides when booting up. It occurs almost immediately when I disconnect from the internet also. My theory is that this message is created because IPSec services doesn't detect an internet connection. Note that I do not have my computer automatically connect, I manually connect to the internet entering my password each time.
