Ipsec Error Message Mystery solved, I think

I believe, at long last, I have found the cause of an error message I reported over a year ago when I first joined. No one, even our formidable Grinler, was able to figure out the cause of the message. I have pasted in the error message, from my HJT thread , below:

Description:
IPSec Services: IPSec Services failed to get the complete list of network interfaces on the machine. This can be a potential security hazard to the machine since some of the network interfaces may not get the protection as desired by the applied IPSec filters. Please run IPSec monitor snap-in to further diagnose the problem.


I discovered, quite by accident, that this error message occurs at times besides when booting up. It occurs almost immediately when I disconnect from the internet also. My theory is that this message is created because IPSec services doesn't detect an internet connection. Note that I do not have my computer automatically connect, I manually connect to the internet entering my password each time.
