Registry Error in Me Can't get into safe mode

I was having some problems with my computer and have ran a few spyware removal programs on my PC. They would remove everything except 2 that were "currently in use by my computer." Me being one who knows enough to be "dangerous" decided to try to remove a few files (that had been created that day) myself. I sent them to the recycle bin but did not empty it. I had done this once before and was able to get into safe mode and restore the system.ini file. I didn't even check to see that it had been "created" that day. I guess the spyware overwrote the old file with a new one.
Well, this time when I boot up the computer it comes to a screen with the 4 choices: 1-Normal, 2-Logged, 3-Safe Mode, and 4-Step-by-step confirmation. When I try normal mode I get a registry error. It says to use scanreg to restore but I can't figure out how to get it into DOS. If I try safe mode, I get to a screen that has my normal background and the words "Safe Mode" in all 4 corners. The mouse works but there is no task bar. I can't get to the recycle bin to restore the files I deleted.
Help!!!

With Windows ME, you have to boot-up with a Windows ME startup disk (floppy disk) to get to a DOS screen. If you didn't make one while Windows was working okay, you can download one from here on a working PC (doesn't matter what version of Windows the working PC is using).

Click on the green BOOTDISKS link at the top, then click on the 'Windows ME OEM' download link. When the file has downloaded, shove a blank, formatted floppy in and run the file to create the boot disk. Then shove it in your ME system and boot from it.

Did you try opening the recycle bin, restoring the files from there, then booting into Safe Mode?
