Power Supply Voltages

I have a question I can't seem to find an answer to. I am working on an E-machine with a dead motherboard. The Power supply does power up but upon checking the output voltages the standby voltage Pin 9 purple wire is supposed to read 5 volts but its reading 9V. I recommended that the power supply be replaced and a new one is on the way. Is this one really bad? I don't want to test it on another computer in case thats what caused the board to fry in the first place. Just to be sure there was no variance I tested 2 known good PSU and they both read 5v on the purple wire. I checked the Form factor guide found Here and didn't see anything on that specific pin.

9 volts is incorrect. The e machine power supplies have a proprietary case only, the pinouts that I have seen always match the standard ATX, for both 20 and 24 pin

The name says it all -- 59 and holding permanently
