I use WinAce to extract it, and I get:
Error #: 25116
Error: Bad Block
What does this mean, and how can I fix it?

Alright, so...I bought and downloaded RCT3. I installed most of it, until it tells me to find data2.cab.
I use WinAce to extract it, and I get:
Error #: 25116
Error: Bad Block
What does this mean, and how can I fix it?

Perhaps something got messed up during the download?

data2.cab should be clearly visible if you browse through the CD's you have available, and is likely on CD #2. If you downloaded from the internet, I'm sorry, but you got ripped off.
