Yet Another Monitor Issue

Running Mint Linux. (Ubuntu with some extras) everything looks ok on a Dell e17 in monitor from a few years back.
When running with an older generic monitor, everything looks great until the X starts which is when Nothing shows up at all. Another similar monitor shows static line over the upper section of the monitor.

What is the best way to overcome this? again this installed on the HD
