Have you checked the page Source Code?
IE / View / Source
If you were using Firefox, I'd have another suggestion, that might be a little easier.

Edit:The source code doesn't seem to give the exact url and the code itself is probably too difficult to reproduce properly. I was hoping there was a free app somewhere that will get the url. I should point out that I'm trying to get this from a Japanese website.

It's a free download, and it's also a good idea to have a non-IE based browser on hand, in case IE starts to give you problems.
Multiple browsers can exist together, without any conflicts.
If you decide to try it with Ff, go to the page in question, click Tools / Page Info, and select the Media tab.
While looking under the Type column, scroll down looking for Embed.
One of those should be the URL, of your embedded video.

I couldn't even download the the video using the UnPlug extension, which I've never had any problem doing, before.

I've always used the UnPlug extension with Firefox, to download embedded videos, and have never had any problems with it.
This is the first time it didn't work, for me.

That first URL, is the one for the video.
The second one, is just the flash player.
