Why does my IP location show me in the wrong place?

So I did a speed test recently and it showed my IP as coming from Kansas. I am located in Southern California using Roadrunner cable. Is this anything to be concerned about or is it somewhat normal? I've never seen it showing me in another state like that.

 

I am not using any sort of proxy.

 

Edit: Also when doing a speed test and selecting a more near by server (not Kansas) to test from, my speeds are completely fine. They're about the same when selecting a Kansas server too expect the pings closer to 90 instead of 30.

If you go to an ip location finder, you can compare the address ip pool with the speedtest information. http://www.iplocation.net/

Not really sure how to use this. Putting in the IP and searching gives back 3 places that give locations, but none of them have anything listed (There is just - under ISP, Region, country, location etc)
