programs won't start

google and microsoft internet explorer i can start by clicking 'open' (after right clicking),   start/search, system tools won't start-up, internet explorer, no luck; i've been getting the message 'windows explorer error' for about 1 year, it would just cause the desktop to reset, then everythnig would be ok : where can i download windows/xp off the internet ? can i reinstall windows/xp this way ?  (i don't have the cd); thanks           i did a boot starting from last successful start, safe-mode, no luck; thanks    registry problem ? thanks

Nowhere...MS does not make XP legally available for download to anyone who wants it.
