Dell Inspiron not connecting to modem

First and foremost, don't kill me for my sever lack of tech terms. I beg of you.

In simple, my inspiron(14 i believe) has decided that our modem is not worth its time. My laptop can connect to any other modem, i tried it with my friends and such. My modem can connect to any other device(again, tested it). But the 2 will not connect unless my computer is in safe mode, and not even some times.

When it first started my computer had restarted its self for some updates, nothing major just a few java upgrades. I restored the system back a few days and It did nothing to help. I kept running the trouble shooters and they all told me that a cable was broken on the modem, but the modem still worked fine for everyone else. I reset the modem and connected the 2 via Ethernet cable and still got nothing.

I thought it was a virus so I went and got Norton to restart my norton account. Unfortunately I had downloaded a free AVG trial before and it got a little chaotic trying to remove it. I finally managed to get rid of all the AVG spam and all of its little traces with Revo Uninstaller. That allowed me to access the internet on safe mode much better. Still nothing with the regular mode.

Any ideas?

I ran all that in safe mode, should I be running it in my regular mode?

EDIT: On regular my windows keep blinking. When I try to open a menu it gets turned off and my windows blink, as if I were clicking off screen of the menu.

1. AVG antivirus has left AVG PC tuneup in your system. PC tuneups or registry cleaners are not recommended in defining system performance as they can only mean trouble. Please remove AVG tuneup. I have no definite link to removing AVG tuneup, please look for videos or instruction on how to remove traces online.
2. Remove also Norton while troubleshooting the connection problem. Norton Removal Tool and then check the internet connection again.

I think you may have a hardware or driver problem pertaining to your screen blinking problem. Please post the complete computer model next time.

Try downloading Speccy and then install the program. To post and publish a snapshot of your PC.

I removed Tune up already, i killed the entire thing with revouninstaller as far as I can tell, removed all traces of it and the other downloads that came with. I also JUST GOT norton on there, if anything it has helped but it was a $30 investment....

Do I need to be uninstalling all of these things after I use them? Seems like I just keep getting more and more.

Speccy broke it seems. It just up and quit and shut its self down before it finished analyzing. I got the following pop up warning

"CPU dll init failed(error2)! some information will not be displayed"

Clicked ok and it shut off.

If you have the norton installer kept, you can always go back to reinstalling it. FWIW, a free antivirus such as Microsoft Security Eseentials or Avast are well commended. The connection problem might be coming from Norton.

Also, there are a few things that I notice when i load up my safe mode, these two paths in particular
\windows\system32\DRIVERS\avglogas.sys
\windows\system32\DRIVERS\avgishda.sys

Originally i thought AVG was the cause of my issues to start with and did my best at destroying all traces of it, turns out it is a little parasite. Those two paths are system32 drivers, are the AVG related or just conveniently named? I can remove them if they are AVG.

Try using AVG removal tool as it won't hurt your system to remove any traces of AVG. Check your network connection for TCP/IPv4 properties and make sure obtain DNS server is automatically obtained. http://windows.microsoft.com/en-US/windows-vista/Change-TCP-IP-settings

Alternately you can use Google Public DNS by specifying the following address manually.
If no changes, try flushing and register DNS.
Type cmd in start button and hit Enter.
Type ipconfig/ flushdns - Enter
Type ipconfig/ registerdns - Enter
Exit

I am a failhuman. I fail hard. It was the DNS. IT WAS THE DNS. this has happened before, not in the same way but I had to flush my DNS and i KNOW THE COMMAND. I could have done it the whole time and now i just feel reaaaaaaaaal stupid.
