You can try Microsoft Fixit.

Start HERE:Fix problems with programs that can't be installed or uninstalled

Click Run Now/Run

After accepting there will be a very quick scan. When that is finsihed choose Detect problems and let me select the fixes to apply.

You will be presented with 2 options: Installing and Uninstalling. Make your choice.

Scroll to the list and choose Windows Live Essentials and follow the steps which will guide you through the process.

Hopefully this will work.
