error message in outlook express

When I open outlook express, I get the screen that I have to put my password in. I put my password in, but it doesn't change anything. The error message is
0x800CCC92 Is there any way to clean this out of my computer without formatting? I cannot use outlook express at all.

Is your password correct? Have you contacted your mail provider?

Believe me, I have researched this before I posted my question here. I read all this from microsoft and don't understand any of it. Something downloaded into my computer and now no matter if I change my password or anything else I do, I still get the error message and I cannot use outlook express..
