Proxy server on VPN/Dial-up

Right now I am deployed to the middle east. I have a usb internet stick that goes through a local vender called Wataniya. There internet here is very restricted, and some of the websites I use will not let me use some of their features because I do not have an American IP address. The internet is a VPN connection, and I was wondering if I can use a proxy server. The problem is the host blocks all websites that might tell me how to do this. If anybody can help me I would really appreciate it. Thank you.
