Exception EOSError

I am receiving the following error and unable to determine where this is coming from:

Exception EOSError in module rtl120.bpl at 0002AF01. System error. Code 1450 Insuffucuent system resources exist to complete requested service.

Any assistance?

One solution was in regedit, navigate to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management
add/change PoolUsageMaximum DWORD to 60(decimal). Remember to reboot...
