XP won't Startup | missing windows root\system32\hal.dll

Powered down xp one night- removed power cord -to bring USB back to life
(forum suggestion) now windows xp hangs up on starting. Tried 2 different boot disks. wont START.. XP boot disk says re-install missing
windows root\system32\hal.dll

how do I get that file....AND how do I install it ►► if I cant get the computer to turn on..!!!!

Whats the make/model of the system?

Please clarify a little more. Are you saying that Windows will not load with the hal.dll error or are you saying that the system will not turn on.

The fix for the hal.dll issue is this.
Make sure that you habe the BIOS set to boot from CD first.
Boot from your CD and follow the directions to start Recovery Console.
Then type the following hitting ENTER after each line

Attrib -H -R -S C:\Boot.ini
DEL C:\Boot.ini
BootCfg /Rebuild
Fixboot

Restart
In the beginning there was the command line.

Its a old compaq ..
windows will not load..
It hangs on the startup screen that says 'windows xp is starting up' with blue lines running left to right// → then it just stop.
I dont have a real XP BOOT DISK..
a boot disk I created does not help...It boots from the CD then stops and gives me that hal.dll error. I cannot get to the recovery console..!

So im STUCK....
I'll read links above BUT think I just need a good copy of a GOOD BOOT CD..
are there any online....?
