I am operating xp home edition and everytime I try to install any program I get this error message as the title states.

"Unable to create a temporary file. Setup aborted. Error 5: Access is denied"

I am able to access %TEMP% but cannot touch add or delete anything in that folder. It says Cannot delete "name of file". Access is denied. Make sure the drive is not full or write-protected and that the file is not currently in use.
What is causing this error?

Also, if I try to download anything I get this:
C:\DOCUME~1\OWNER~1.OFF\LOCALS~1\Temp\3S9H838R.exe.part could not be saved, because you cannot change the contents of that folder.

Change the folder properties and try again, or try saving in a different location.
