Fax modem in Virtual Windows XP

I have an old legacy faxing application that is not compatible with Windows 7. I want to run it under Virtual Windows XP, but I can't seem to get Virtual XP to recognize my PCI fax modem. The modem is configured as COM3 under Windows 7, and there are no problems there. I have gone into the settings for Virtual XP and assigned virtual COM2 to physical serial port COM3, but that seems to have no effect. Any ideas would be appreciated.
