Convert audio files to qcelp and/or midi

I am trying to figure out how to convert a sound file such as an mp3 to a midi or qcelp for use as a ringtone.

I just tried it using ringtuna.com and it worked! Tip - don't use "Normalize" with QCELP, as the compression won't handle it well and it will sound more distorted (QCELP is low enough quality in the first place).
