RECYCLER Autorun.inf virus

Recycler virus can't get rid of it. It is infecting any usb flash drive i put in my computer. I delete it it just reinfects it once I plug it back in. Tried flash disinfector but didnt stop it from doing the same thing. Also I think all antivirus sites and microsoft access seems to be blocked and I think its cause of this virus as well. We need to see some information about what is happening in your machine. Please perform the following scan:

• Download DDS by sUBs from one of the following links. Save it to your desktop.
  • DDS.scr
  • DDS.pif
• Double click on the DDS icon, allow it to run.
• A small box will open, with an explaination about the tool. No input is needed, the scan is running.
• Notepad will open with the results.
• Follow the instructions that pop up for posting the results.
• Close the program window, and delete the program from your desktop.

Please note: You may have to disable any script protection running if the scan fails to run. After downloading the tool, disconnect from the internet and disable all antivirus protection. Run the scan, enable your A/V and reconnect to the internet.

I think I figured it out. The RECYCLER VIRUS seemed to die when I deleted this DLL file.
C:\WINDOWS\system32\dteelti.dll
I used unlocker to delete it. dteelti.dll seems to be the engine that runs the this version of the RECYCLER VIRUS. As soon as I deleted it I was able to go to antivirus websites again and microsoft.com and also there was no more constant spread of the RECYCLER folder and autorun.inf file on all the usb devices I plugged in to my computer.
