Compaq Computer Will Not Boot Into Safe Mode

I'm working on a Compaq Presario 5000 with the Windows XP Home operating system. The computer will no boot up at all. I can't even get into safe mode. The F8 will allow me to choose the Safe Mode with Command Prompt but after selecting the operating system on the next screen it just hangs there. I do not have access to the system restore disc. Is there some way that I can access a command prompt?

Sorry for the slow response
Can you get into the BIOS? Change the boot order to boot to the CD drive first and use a live Linux CD or BART's bootable CD
