Click on " Create a Blog! " near the top right, follow the instruction and away you go...

But, I think if you follow the information found by clicking on the Help link at the top of the page, you'll be good to go:
Help > Help Topics > Community Blog

This information is often overlooked:
Click on Add Entry to add an entry to your Blog. You can post the entry as Draft (not yet viewable by other members/guests) or Published (viewable by all who are allowed to view your Blog).
