Hey guys I have been at wits end, trying to get this stupid s-video to work on my notebook.
I will try to outline specifics as to what the issue is, and what steps I have done to try to resolve the issue.

Windows XP Pro SP2, (all updates)
Intel 945GM Express Chipset
Issue!!
I am not able to get the s-video out port on my notebook to connect to my TV. I am currently using a 7-pin S-video out cable to Composite (you know the yellow of the red, white, and yellow cables).
Steps to try to resolve:
Un-installed drivers
Re-installed drivers
Connected cables to other notebook, and s-video works (so I know the cables, and tv work)
un-installed drivers
re-installed drivers.....
Any advice would be greatly appricated.

Do you have the NTSC/PAL settings correct?
I dont have any settings for tv anywhere!!!
Try right-clicking on your desktop and clicking "Properties". Select the "Settings" tab and see what you can find there. You should have two monitor selections and you should be able to toggle between your monitor and your TV.

i have tried that, I have 2 monitors listed, but when I select on monitor #2, and right click and click attach, then click apply, the monitor goes de-selected. I look in the device manager, and it shows 3 monitors, I believe intel said there should be 2+1 for each monitor listed.. ie if there was 2 monitors it would show 4+2, but not sure.
Well, I believe I have done all the basic troubleshooting and want to see if its hardware or software...

The tv is a 42" LCD tv, and it works with my other laptop, and just not this one.

have you rebooted the laptop while it was connected to the tv with the tv on?
some video out has to sense a device present at boot up, some funky tv's(old surveilance one's) have to detect a signal in,
never could get our nvidia tv outs to work with them directly
