I would like to be able to load Win98 from a rom drive. Is this possible? This would be my preference, but if not, can I boot it from an external USB hard disk drive?

Although a lot of things will work either from the optical drive or thumb drive, Win 98 was just not designed to do that. If you had a computer BIOS that was able to boot from the thumb drive, and you installed it to that drive, then possibly. Older computers do not have that capability. Live Linux CDs are specifically designed to be bootable. Win 98 CDs are not.

I do not see why not as long as your motherboard supports booting from a USB device. If so then it should work but it might not because like Herk said it was not designed to do that.
