For the software the aren't currently compatible with Vista but has an update in their website (such as Nortons 2007). Do we install the Vista driver for the product before upgrading or after upgrading?

It depends on the update. Read the documentation that's with the update on the manufacturer's website.

If at all possible, avoid installing apps that aren't compatible - that'll mess things up in Vista and will make it difficult to work with them.
