If this is what I think it is. You have a Juniper Networks NetScreen 5XT Firewall. This being a hardware firewall not a software firewall. My guess is you have a corrupt flash memory card onboard. I would contact Juniper and see if they can supply you with a new configuration to telnet into the device and flash a new configuration into it. I'm not sure if this is a removable card or permanently onboard. If it's a removable one you should have a fresh card with a backup configuration on standby. Just my two cents.
