Whenever I shut down my computer, I get an error message that says, Net-Broadcast Event Window 1.0.5. not responding, and I have to shut it down manually. I was wondering what this is, and could it have any connection with Outlook Express and my inability to send out any email.

I found a myraid of responses to your issue. The following quote sums it better than I can.
